This legislation was famously referred to as the 100% transition policy. The purpose of this study was to determine how the implementation of the Kenya government policy of hundred per cent transition impacted on resources that are key to achieving education objectives in public secondary schools. The specific objectives that guided the study were to determine the effect of implementation of the 100% transition policy on infrastructure in public secondary school; to establish the effect of the implementation of the 100% transition policy on the adequacy of teaching and learning resources in public secondary schools and; to investigate the influence of the implementation of the 100% transition policy on teaching staff adequacy in public secondary schools in Bungoma North Sub county. The study adopted a descriptive survey research design. The target population consisted of 506 teachers and 38 principals in 38 secondary schools and 1 Sub County Director Education. Stratified sampling was used to select 20 schools in which 152 teachers were randomly sampled while 20 principals were purposively sampled. Structured questionnaires and an interview schedule were used to collect data from the respondents. Reliability and validity were ascertained through a pilot study undertaken in the sub county. Data was analysed using descriptive techniques such as frequencies, means, standard deviation and Tables. Hypotheses were tested with the help of the inferential technique of the One way Analysis of Variance. The findings of the study were that schools that experienced a significant rise in enrolment as a result of the 100% transition policy experienced shortages in infrastructure, teaching and learning resources and a severe teacher shortage. As a result, the study came to the conclusion that the implementation of the 100% transition policy put a strain on resources in most public secondary schools, which compromised the quality of education.
