Delivery of efficient and effective services while upholding the values and ethics of management has continued to be a major concern to the education sector of any government. The performance of managers has become a common phenomenon locally and worldwide especially in developing countries like Kenya. Teachers Service Commission introduced PCs system in 2016 where teachers in public secondary schools and principals agree on what to be accomplished for effective delivery. With performance contracting, it was expected that the school administrators would mobilize the available resources with transparency and integrity towards the realization of the goals of the school that is academic performance. It is however worrying that the performance of Rachuonyo East Sub County secondary schools in KCSE has still been low despite these government interventions and policy. The main purpose of this study is to establish the influence Performance Contracting by Principals on teaching and learning environment in public secondary schools in Rachuonyo East Sub County, Kenya. The objectives of this study are ; to examine the relationship between absorption of allocated funds and teaching and learning environment in public secondary schools, to establish the influence of pending bills on teaching and learning environment in public secondary schools to assess the influence of compliance with audit requirements on teaching and learning environment in public secondary schools and to determine the influence of compliance with procurement policy on teaching and learning environment in public secondary schools. The research problem will be studied using a descriptive survey design. The target population of the study will comprise of 6 CSOs, 1 Sub-County Director of Education, 1 Sub County Director of TSC, 47 principals and 47 BOM chairpersons. Purposive sampling will be used to select all 6 CSOs, 1 Sub-County Director of Education, 1 Sub County Director of TSC, 47 principals and 47 BOM chairpersons in public secondary schools in Rachuonyo East Sub- County. The study will use document analysis guide, interview schedule for the SDOE, TSCSCD and a questionnaire for principals and BOM chairpersons to collect data. Before collecting the actual data, the researcher will conduct a pilot study in six secondary schools in Rachuonyo East Sub-County sampled from each of the six zones. The researcher will use content validity to ascertain the instruments by giving them to a team of experts including the researcher\u2019s supervisors from who will read and give their input. Their input will be incorporated in writing the final report. Reliability of the instruments will be determined using a coefficient of correlation which will be calculated using Pearson\u2019s product moment correlation formula. A coefficient (Pearson\u2019s r) of 0.70 or more will imply that there is a high degree of reliability. Qualitative data will be transcribed in themes, sub-themes and categories then reported in an on-going process. Quantitative data will be collected and analyzed using simple descriptive statistics such as frequency counts, means, percentages and t-Test at alpha = 0.05 and 95% confident interval. The study will be significant to stakeholders of education in providing with insight into misses and gains of performance contracting in public secondary schools and help them streamline it further.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t
