Biography

Dr. Patrick Oduor Owoche is a Senior Lecturer in the Department of Information Technology and the Director of Open, Distance and eLearning (ODeL) at Kibabii University. He holds a PhD in Information Technology from Kibabii University, an MSc in Information Technology from Masinde Muliro University of Science and Technology, and a Bachelor of Education (Science) degree in Mathematics and Physics from Egerton University.

Dr. Owoche has extensive experience in university teaching, research, and academic leadership, with expertise in web and multimedia technologies, digital infrastructure, cloud computing, instructional design, and technology-enabled learning. He teaches and supervises undergraduate and postgraduate students and has successfully supervised and examined numerous master’s and doctoral theses in Information Technology, Data Science, and related fields.

His research interests span digital learning, artificial intelligence, semantic interoperability in health systems, cybersecurity, climate-smart agriculture, and digital innovation. Dr. Owoche has published widely in refereed international journals and has participated in competitive research and capacity-building projects funded by organizations such as the European Commission (Erasmus+), UNESCO, the Association of Commonwealth Universities, and the National Research Fund.

He is actively involved in international academic collaboration and serves as the National Treasurer of IAESTE Kenya.

Professional Research Interest

My research interests focus on the application of Information Technology and digital innovation to address societal, institutional, and developmental challenges. I adopt an interdisciplinary approach that integrates computing, education, data science, and information systems to develop practical, scalable, and policy-relevant solutions.
A core area of my research is Digital Learning and Technology-Enabled Education, particularly open, distance and eLearning systems, instructional design, learning management systems, online pedagogy, assessment integrity, and doctoral supervision practices. I am especially interested in improving access, quality, and learner engagement in digitally mediated higher education.
I also research Artificial Intelligence, Data Analytics, and Predictive Modeling, with a focus on machine learning and decision-support systems applied to healthcare, agriculture, education, and public service delivery. This includes work on climate-smart agriculture, health informatics, disease prediction, and data-driven institutional decision-making.
Another key area of my interest is Semantic Interoperability and Health Information Systems, including health data standards, ontologies, distributed systems, and secure information exchange to improve healthcare outcomes.
My research further extends to Cybersecurity and Secure Information Systems, covering biometric authentication, risk assessment, data protection, and secure enterprise and student information systems. I also maintain interests in digital innovation, cloud computing, social media analytics, webometrics, and the internationalization of higher education, including virtual exchange and academic mobility.
